US drops Liberia debt

Rice, left,  pledged to Ellen Johnson Sirleaf, centre, that Liberia's debt would be dropped [AFP]

The US secretary of state has said the US will cancel the $391 million in debt owed by Liberia and urged other states to help the West African nation recover from conflict.

"We will cancel that debt, all of it, under the framework for highly indebted countries," Condoleezza Rice told a donor conference at the World Bank in Washington on Tuesday.

"We hope that this will help to relieve Liberia's crippling debt burden, a debt burden that today's leadership do not deserve," she said.

A conflict from 1989 to 2003 devastated Liberia, leaving more than 200,000 dead. Its foreign debt is estimated at $3.7bn, half of which is accrued interest.

Rice also announced that George Bush, the US president, had asked the US congress to provide more than $200 million in additional aid for Liberia in the fiscal year starting in October.

"The United States is determined to continue and to expand our support in Liberia," said Rice, who attended the inauguration over a year ago of Ellen Johnson-Sirleaf, Liberia’s president.

Paul Wolfowitz, president of the World Bank, said Liberia's debt was an unacceptable burden for a country of only 3 million people and appealed to donors to cancel the debt.

"Much more remains to be done and the clock is ticking," Wolfowitz told representatives from donor countries including Norway, Italy, Saudi Arabia, Japan, Netherlands and Spain.

Johnson-Sirleaf has travelled the world seeking commitments by governments to clear Liberia's arrears to the World Bank, International Monetary Fund and African Development Bank.

Liberia's debt to the World Bank alone stands at $800m.

Without an agreement on the arrears, Liberia will be unable to access new lending and qualify for broader debt relief, including protection under the Heavily Indebted Poor Countries (HIPC) framework.

Johnson-Sirleaf said debt relief was critical for her nation, warning that the danger of a return to war was always high in post-conflict countries and a peace dividend was needed.

"Please tell your finance ministers to speed up the process," she said, listing her government's political and economic achievements praised by the IMF and World Bank.

Rice praised Johnson-Sirleaf's administration for its work in rooting out corruption and trying to rebuild the country.

"We are putting our full support behind Liberia's government," she said.

And people bitch that we don't give enough money to their countries...at least when we give we give, not loan, and if they owe us, we cancel the debt.

I like the principle behind debt forgiveness, but it also illustrates why we shouldn't be loaning large sums to ridiculously poor countries in the first place.

I am not blaming Bush entirely, mostly a large group of corporations, media, and politicians who have all got into a "if you scratch my back ill scratch yours" mentality that has gotten to the point where they have no interest in anything but profit margins and where to make the next buck. Bush is the President and he partakes and encourages all this profiteering.

Rove, Rumsfeld, Cheney, they broker the shots with huge corporations and lobbyists, allowing all those "what if we had alot more power in America" plans space to take hold, Bush has sold the soul of America for personal gains.

Hopefully you have already read both those articles, because they specifically mention that Bush could personally stop these vultures with a note on a sticky pad, if he so pleased.

"Vulture fund companies buy up the debt of poor countries at cheap prices, and then demand payments much higher than the original amount of the debt, often taking poor countries to court when they cannot afford to repay. For an in-depth look at this issue, we turn to a BBC Newsnight documentary by investigative reporter Greg Palast."

"Here's how the vultures got Zambia. In 1979, Romania lent them $15 million. By 1998, Zambia was broke, so Romania offered to write off the entire debt for just $3 million. But before the deal was final, a vulture swooped in, and somehow snatched Romania’s cheap offer for his own company.

Michael Sheehan and his associates are now suing Zambia, not for the $3 million they paid, but for the original debt, plus interest: $42 million. But even bigger money is to be made in the US courtrooms, where Sheehan and others are asking for hundreds of millions of dollars from several desperately poor nations.

And George Bush can put an end to it all with a stroke of a pen. Under the US Constitution, the President has the power to stop the vultures from collecting a penny in a US courtroom, but he hasn't done it, even though just last month George Bush publicly committed his government to debt relief. "

I don't figuratively mean he could stop the vultures , like after some work with Congress and lobbying etc etc , I literally mean on a POST IT note, he could, according to this same news article, allow 300,000 children to become educated with the same 40 million these Bush supporters are "legally stealing".

Blah blah blah , everyone blames Bush.
They why has Bush not stopped these vultures if:
A) He LAST MONTH publicly committed this government to debt relief
B) He is the only person on Earth with the power to do it with a POST IT note
Here comes the "profit > life mentality" thing that you need to get over in your heads.

"Here they are feeding on poor nations all over the globe. 36th floor, Elliott Associates, home of billionaire Paul Singer. Singer practically invented the vulture fund. In 1996, he bought up some of Peru's debt for $11 million, then threatened to bankrupt Peru if they didn't give him $58 million. He got his $58 million. Then Singer bought some discounted debt from Congo Brazzaville for only about $10 million. His company then sued the Congo and turned the $10 million into $127 million. But that still wasn't enough.

I’m right here, in fact, at 712 Fifth Avenue. OK, is there any time or any place where I can meet with Mr. Singer? Absolutely no way ever?

Singer's company says the Congo government is corrupt and hid assets from creditors. Courts have agreed, allowing Singer to seek tripled damages under US racketeering law. They could get $400 million. Not bad for a $10 million bet. Congo was counting on George Bush to use his legal authority to stop Singer's court action. That hasn't happened. Paul Singer is the number one donor to George Bush and the Republican cause in New York City. In the run-up to the 2000 election, he gave them $300,000. In 2004, he gave them $1.2 million, including money for the so-called Swift Boat campaign, which smeared the war record of George Bush's opponent. His spokesman told us, “We have nothing to hide. We just don't do interviews.”

Back in London, in this courthouse, the government of Zambia alleges that Goldfinger paid a bribe, $2 million to the previous president of Zambia to make sure they’d collect. And we've obtained this email. It says that they'll collect more money from Zambia in return for a donation to, quote, "the president's favorite charity." The president at the time was Frederick Chiluba. He’s now on trial on wide-ranging charges of corruption. As it happens, Goldfinger’s old lobbyists are also experts on bribery law, the Foreign Corrupt Practices Act. "

Read it all, and find other links. Figure it out yourself, but once you understand that these corporations with politicians in their pocket will make maximum profit with absolutley NO regard to human life, everything starts to make sense.

Bush and his regime kill our soldiers every day for a larger number in Halliburton's bank account.

Can I ask a question...in the face of the whole "drop third world debt" call, is it a good thing that the US has dropped debt owed to it by Liberia?

Of course it's a good thing. I just took issue with the erroneous statement that the US 'never loans the money out to needy nations, they just give it away freely'.

You make "hilarious" conspiracy stereotyping jokes, I use an article that the next day is used by a US Representative in debating with Bush. Keep up the good fight.

I know some of you are lazy, Democracy Now also has video feeds...
