i dont get the mec ribbon

i make all, 10 kills + 18 kills in one round, and other, i have all the time but i dont get this

plz help

Please be more specific on which ribbon you are talking about. The only ribbon with a 10 kill streak and 18 IAR is the Combat Action Ribbon which you already have.

Middle East Service Ribbon

is the only one he's missing, but i can't explain why it's not there
As i can see, he did all, you need to do for that and he nearly has the MEC-medal !
