I would consider that more of an urban legend. For example, here in Sweden, there's the story about the man from Latvia/Estonia/Lithuania who came to Sweden and killed an elderly citizen hoping to be jailed. The story ended with the guy sentenced to serve time in the country he came from instead of being jailed in Sweden.
One thing that was on the news earlier was about the polish crime gangs in southern Sweden. The poles who had applied for jobs here in Sweden had their passports stolen by polish gangs in Sweden and the workers had to commit crimes to get their passports back.
If I was more bored I would have managed to fit more Sweden into the text and at the same time keeping it somewhat comprenhensible...
