If the U.S. tries to build a wall on the entire Mexican border that is substantial enough to improve our security, there should be even more effort put towards stationing troops on the border. With a border as large as ours, it simply isn't cost-effective to have a Berlin-esque wall constructed. The 3 fence design that is used in certain sections of the border has been effective and should be extended throughout the entire border. However, the cost of stationing troops effectively along this whole border is likely to be many times more expensive -- but also many times more effective.
Still, I would definitely agree with your idea of getting out of Iraq and spending more on border security in general. I don't know if we'll really ever spend enough to sufficiently guard the border in the ways discussed here, but for a quick cheap fix, stationing more troops there would be more effective than actually building more walls.
