Vista can run on a Dx9 card, though I think you need an update to 9.0c or something along those lines, certainly some sort of update.  Bf2 the only game that isnt working?

Vista will run DX9 hardawre and software. Did your friend do an upgrade or a new installation. If an upgrade, he should first try reinstalling BF2. If that doesn't work he may need to install Vista freah. Upgrades suck.

Right-click the BF2 icon, choose Properties, and then in the Compatibility tab check the box that says "Run this program as an administrator." After doing this, we encountered no problems joining any server.

2142 also runs on Vista, I use it occassionally but suffer from an FPS drop of about 20 - 30 when I do. XP works better for me until SLI drivers for vista come out
