I don't think so. I don't know what good one person would be with all the branches of government gone.

the government will still run.  no matter what,  our govt will have somebody delegating.  we are a democracy.  our representatives are elected by us.  we are the gov't.  no one person/administration/session or zoo animal has the fate of our nation in their hands.  our future is based on the direction we put it.  if, for the sake of argument something as terrible as that were to happen, i truly and faithfully believe that the american people will drive the fuck on.

Don't think it will stop.. most certainly it would be difficult with the majority of the structure blown to smithereens. I was just commenting on the gathering itself. So who would leads us if that building were destroyed? The Mayors?..lol

in all actuality martial law would probably be called and whoever is next in the military chain of command would be the top dog for at least a few hours probably.  until they find whoever they need to find to take command and start swearing in people and organizing a intermediate government.  but this is me guessing.  DO NOT QUOTE ME ON ANY OF THIS, please.
