Ive tried looking around to find out what I need to be able to Unlock the M95 Sniper rifle. but but but.. I have no clue. Is it becauss im not high enough rank yet or is it just becauss im a HUGE noob at it.

If you want to check my stats, then look under the name Kingderium

next rank, you will receive your first unlock. It will prompt you to choose that unlock when signing in.

EDIT:

also, be forgiving of the unlock/promotion system, as it is volatile and will oftentimes not promote you when you think it should. Have fun, welcome to BF2!

you need to get to lance corporal to get unlocks,,, then you can unlock the m95.
