Bush's action was not in the form of a bill which was passed by congress, but was rather via a signing statement, which Bush added to a bill after it had been approved by the congress.
Wikipedia has more information on his controversial use of signing statements.wikipedia wrote:
Until the 1980s, with some exceptions, signing statements were generally triumphal, rhetorical, or political proclamations and went mostly unannounced. Until Ronald Reagan became President, only 75 statements had been issued. Reagan and his successors George H. W. Bush and Bill Clinton have produced 247 signing statements among the three of them. By the end of 2004, George W. Bush had issued over 108 signing statements containing more than 505 constitutional challenges. As of October 4, 2006, he had signed 134 signing statements challenging 810 federal laws.
I remember when Bush got elected, the media actually SAID they were gonna tear the administration down because they hated Bush for no reason. Here is a example. Quit acting like babies, quit crying because democrats aren't president so you gotta tear the one down in office now. Just stop, its getting democrats no where (the senate/house of representitives doesnt count
). FYI, Clinton eaves dropped on calls also, but no big deal, clinton is an angel.
