I really don't know what the best provider is, you should click the link and check out each of the providers and see what fits your needs the best.
As far as the server goes, city maps are quite popular, perhaps you should thing on making your rotation city maps only? Are you in a clan? If you are, you might want to take everyone's thoughts into consideration.
