Reading and writing isn't the issue, most muslims are actually quite literate, even the extremely poor. You still need to read the bible (or koran, same difference), even if it's interpretted to you. The idea behind "forced worship" laws is the same as it was for centuries of human history even in Europe. It's simply a matter of the government supporting the clergy and vice-versa. Go to church, worship, believe blindly, listen to what we say, do what we say, go to heaven in the end.
In this case, it's at a very local level and the distinction between church and state is almost non-existent...much like the "religious right" is trying to get here in our country. How many Christian fundies in small towns in the USA wouldn't want this kind of power, having it be perfectly legal and proper to execute all the athiests, homosexuals, or "libruls" in their fine towns? This would be a dream come true for some people.
Unfortunately, the way of things is that when you have too many people and not enough resources (or resources distributed a little fairly) in an area you will get violence, disease, and general nincompoopery to reduce the population or get them to move on. As Churchill said, "People vote best with their feet."
