Erm, I thought you were arguing against what I said? As you said, the USA is only developing bioweapons because they think someone else will develop them so I agree, they need to come up with a better reason for disregarding international conventions put in place by countries INCLUDING the USA to stop exactly what the USA are now doing.

As with most bilogical pathogens, the way to stop them is dependant on the specific pathogen you are looking at, so any way they find to stop the bioweapons they make will almost certainly be worthless as there's no reason that this mystery group that are making bioweapons will make the same ones. It's like making a life jacket and saying "This saved me from drowning, so I'll assume it'll save me from this fire".
There wasn't an international ban on developing WMDs just for the hell of it.
