Of the ones listed I'd have to say the Ottoman Empire, because they offered nothing - in terms of culture - to the peoples they conquered. At least the British had cricket.

Many of the options in the list are guilty of absolutely horrible atrocities but if I had to pick one... Spain. For its religious cleaning ops.
My vote goes to Spain.

I went for the French, mostly because of their treatment of the Vietnamese and exploitation of many African nations.
