Deleted posts still remain in the database, so say if there were 2000 posts in total, with 100 deleted: The counter would still say 2000. However, this isn't the case if a moderator uses 'Moderate Forum' to delete topics: In this case, the posts are completely removed from the database (only the first post in the topic is deleted, the others are orphaned).
Also take in to account the fact that posts do not start at #1, they start at #700 or something - if my memory servers me correctly. Furthermore, before the new(ish) system was introduced here on BF2S to delete posts and such was introduced, posts were always permanently removed from the database.
I can't remember off the top of my head, but I'm pretty sure the counter does not go down if a post is permanently deleted. It certainly does not go down when us mods "delete" posts normally.
The post counter on the index is displayed exactly the same as it is for mods.

However, it's virtually impossible to determine who made that post because the time at which the counter changed from 1999999 to 2000000 isn't recorded. It's also made hard by the fact that New Posts isn't active at the moment.
