V was completely negligent from any moral responsibility he had to keep the people he was leading to a revolution safe. That negligence manifested itself in a child's death.

Granted, the situation was one where the government was lacking morals in its control over the people, just as V lacked morals in his negligence. One way or another, the people in power (oppressive governments or revolutionaries) generally lack much morality. Even our own revolution entailed killing civilians that sided with the British (Tories).
All that is certain is that, when the shit hits the fan, humans generally drop their facade of morality and ethics to reveal what they really are: glorified monkeys.
It is only natural that we kill each other when under the pressures of scarce resources and power plays. Eventually, it becomes a matter of might makes right....
Yeah. Don't get me wrong, I absolutely loved the movie. I saw it for the first time, and then watched it every day for the next week, and it's still probably my favorite movie.
