"For the first time in U.S. history, more than one in every 100 adults are in jail or prison, according to a new report documenting America's rank as the world's No. 1 incarcerator. It urges states to curtail corrections spending by placing fewer low-risk offenders behind bars.

Using state-by-state data, the report says 2,319,258 Americans were in jail or prison at the start of 2008 - one in 99.1 adults. Whether per capita or in raw numbers, it's more than any other nation."

Who knows.  One percent of your population incarcerated doesn't seem like allot, but it is apparently.  Also, I'm guessing it's safe to say that China, NK, and Iran probably kill their baddies so they're not really incarcerated anymore.  I believe NK still has soviet era Goulags in their northern area.  Surely they're not counted.

What is the state with the lowest? I see the 5.6% but no idea what state it is.

Also i thought New York would have a hell of a lot.

except when some of the laws are more criminal than the people behind bars. thats when the system fails. i forget the statistic, but its a depressingly large % of prisoners that are incarcerated for non-violent offenses like drug possession. i mean you guys hate the thought of citizens sitting around doing drugs and generally not contributing to the common good. isnt it that much worse when the police pick up someone like this and mandate that the govt pay for their food, room & board for a decade?

I believe North Dakota had the lowest at 1440 incarcerated.  It's on the graphic i think.

I think the point is that the time can be disproportionate to the crime. Things like the three strikes law can result in stupid sentencing for utterly trivial crimes.

Half of the US prison population is in for non-violent crime.

The percentage of the prison populace that is for non-violent crimes is determined by the number of non-violent criminals convicted and the length of their sentence.

The issue is the length of the sentence.

you only go to prison for drug possession when its VAST quantities.. I.E. Grow Operations. Not your average pothead like you that maybe has a ounce or two. He'll spend a few in county, not a state prison.

People also learn useful skills when they are in prison. It may improve their employment situation when they get out.

OH i was assuming that they spent it all.. Mandatory work program that goes to me.. Yeah slowly over time is better then never..

I would assume he would spend a year or six months in jail, then start paying it back.  I would prefer that if I were the victim.
