i have 99.99 percent on it all you can as theres a bug that wont allow you to complete all pictures on the ps2.
You have to learn the rules of the game and then you have to play better than anyone else.

Underwolrd - Its a glitch, use the jetpack cheat (I beleive it is rocketman) inside the Ganton gym
LeatherFace - The one of him at the docks is a Screen Shot of Carl, on the PC version you can take screenshots without the HUD

Lemmings - I haven't seen the skydive ones, but the ones that run into the water are real. Pretty cool especially that Rockstar were the makers of the original Lemmings games.4
