Thanks to ThePunisher_ITA_, I do now know how to change the password. I won't be changing it with every user, but every few users, so it should be pretty safe. I neglected to say if you ever see this account being abused, please pm me so I can deal with it.

The password on any account can be changed, but the new password also goes to the register's e-mail address. So assuming Flaming_Maniac has an e-mail address which he allocated it to, then you'll never be able to "own" the account by yourself.
