Those are Fal rifles in the pic they have.
And if you read the article they talk about old FALs finding their way from the Venezualan Military to bordering paramilitary organizations, fearing that the same could happen to these AKs.

Yes, they do deserve to. The procurement of weapons is not the issue. It is how well they are going to be guarded to ensure they do not end up on the black market or in South American terrorist organizations.
