In my own defense, I am all for civil rest and a safe living environment. However, there is a line, and these officer took a nice running start to jump over it.

At UCLA, a student in the campus library was asked to show his campus ID card to show he was allowed in the library. When he failed to show a student ID, the police were called to escort him out of the library. When he turned to leave, an officer grabbed his arm, to which he responded with "Get off of me." Then he was tased. And tased again. And again. By the time he was pulled out of the library, he had been tased at least 4 times, the majority of which was while he was handcuffed and not even a remote threat to the officers nor anyone else.

If this were just a report or an article, I would probably side with the officers who have every right to protect themselves. However, another student with quick fingers, captured a good portion of the event on their camera phone (side note: that is a pretty kick ass camera phone). From what I saw, there is a grave misuse of authority by these police officers. Especially when a bystander requested one of the officer's badge number and information, a right by law to any citizen, and was answered with the threat, "Step back or you'll be tased too."

If no disciplinary action is taken against these officers, I would almost demand a riot.

I think these officers are doing their job. Let it be.  Of course, if it's the school security, fire them.

No offense, but considering I posted this about 2 seconds ago and the video is at least 6 minutes long, you're slighty biased. Check the video, then see how you feel. I agree, I'm all for officers being allowed to do their job; they keep me safe. But this is not their job.

Good lord that was blood chilling. I think he was tasered more than 4 times, judging by the painful screams.

I would definately riot over that, but then again id riot for the heck or rioting. I dont know much about the legal system in the USA, but id expect some sort of investigation - and failing that, release the video to the press - that always gets things moving. 

Ive never been tasered, but i would expect the order 'Get Up' would be hard to follow after copping a tasering.

You really need the sound for full effect. I think you can only SEE him being tasered once, but you can hear it many times judging by the guy screaming and the onlookers shouting. At one point you can even hear the sound of the taser as he is being tasered.

Ok, just got my headphones and damn, I have no idea what the hell was going on there. Not sure why he didn't just leave, but those officers were abusing their powers like hell. Scary stuff.

I'm not an expert on the law but if you are being placed under arrest and you disobey a direct command multiple times it's not the officer's fault. 

For the guy that didn't watch it with sound:

I seriously doubt that, based on the amount of pain he was in. Perhaps he was the first time, but I doubt he was after that. The article suggests he might not have been able to move anyway, but I don't know if theres any truth to that.

EDIT: I'd also far rather be beaten with a club than shot with a taser.

Well, the officers had every right to taze him if they thought he was a threat to them.  And this kid yelling at them the way he did counts as being threatening.  But if he was already handcuffed..subdued, then no, they have no right.  If they have those engagement orders to taze even when subdued, then they're still justified and their department will have the problem directly, and indirectly, those officers will get minimal reprimands.  If they were not following proper procedure, then yes, they should be locked under the friggen jail.

This video is limited so it's not easy to see ALL that happened.  I have no idea by watching if the offender assaulted the officer (and grabbing his hand that's holding your arm is assault) so I can't judge if he deserved the first taze.  Refusing to stand up is NOT a tazable offense..but the yelling may be.  Then again, how can you control yourself in a situation like that.  I also think that those cops could have simply dragged him away but they chose the more confrontational approach..unless the kid couldn't be carried away by those officers.

so it is your right to ghet any officers name and badge number when YOU request it.

first off the last thing that any officer needs ina icident situation, whether you like what you see or not, is for some piece of shit citizen who is not involved come up to the officer with the " i want your name and badge number " crap.  that is the fastest way to find out who is truely in chagre of the scene.
secondly to judge what decisions some officers made is to be completey rude and disrespectful, not to mention a gross amount or irogance and ignorance.  theses offices must make decisions that will effect them physically and mantally, and they do it in only a few moments .  you get to sit on your ass and critique what they do and you get to do it from the comforts of your pc and chair.  you get all your life to decide that THEY were wrong. 
YOU WERENT THER AND YOU DONT KNOW WHAT WAS GOING ON.   generally when something happens that makes people uncomfortablee or upset, the situation is hyperbolized and altered.  not to mention that you werent there and you saw this from a camera phone.  so continue to judge and continue to be a morn . but please whatever you do, dont ever get yourself iunto a position to serve your community cus no matter what you do someone little loser behind a pc will tear it apart and start a thread about it.
so....police are not perfect.  they are no better  a human then the rest.   they do volunteer to do things that common people such as your self will not do and dont want to do.  no one really likes cops.  noone appreciates seeing them on the raod cus they are holding up traffic or stressing you out or not letting you drive how you feel you need to be able to drive.   noone wants any around until they need them and then the cops never get there soon enough for them.  THANKLESS.   THEN WHEN A COP IS GOING TO  a call and he is travleing a rate that is above the speed limit , people see that and bitch about it cus "they are taking advantage of they postion cus they cant get tickets".  when someone sees 3/4/5 cop cars parked next to eachj other , people think they are doingf absolutly nothing and should be out patrolling your streets keepingf crime down", the think" they are wasting tax payers dollars."  little does the uninformed idiotr citizen know is that the cops are sharing info on the rash of home /vehicle burglaries that are taking plcae in your area and they are devising a plan to get the dirtbag that is causing havok.  or they could be staging to prepare to server a felony warrant so they all dont walk into a trap and one looses his life.
but its all sad when one dies trying to rpotect you or one of his partners.  then all community members are pro cop.  but that ends very suddenly when a cop pulls you over and arrest you for reckless driving.
as for the situation that was partially recorded.  did the suspect have a history with previous run ins with the law?
did the officers know him?
was something said that you were unable to hear?
lets look at it this way.
lets say an officer attempts to arrest a suspect.  suspect resist but onl;y slightly.  officer, with moderate use of force, is able to gain control and take the suspect into custody.  so suspect is cuffed and appears to any regular joe smoe that he is no no longer a danger to society.  but the cop knows the suspect and the cop knows that the suspect iss" univwersla precautions" meaning the suspect has some serious illness that is highly contagious and very dealy.  lets say while handcuff the suspect begans to spit  at or near the cop.  the officer must decide, and very quickly,  how to handle now what is looking to be aggrevated assault.
(byt eh way aggrevated assault in not just being touched but being put in fear of being harmed.  aggrevated is when a weaopn of some kind is used in the assault that could cause serious bodily injury or death).  so the officer makes the decision to taze the suspect.  which in any and all training is considered less lethal use of force.  a taser also has no side effects and is nothing more then pain compliance which the momnent the tasing is complete the pain is completely gone.  the suspect should then fear to be tased more and in return will then vbe compliant wth the officers instructions.
as for that moronic comment about it being your right to demand a badge number and name!
show me where you are afforded that right anywhere in any lwa in any part of this country.
if you dont like what you see an officer dojng then you do have the right to contact that depts internal affairs div. amnd file a formal complaint.  after that investigation is complet and you are still not satified , you can then contact your locl office of the state ploice or bureau of investiagtion for an outside unbiased investigation.
