Given the US's impact (good or bad) on the rest of the world it's not out of the question for foreigners to want to have a say. Quite possibly some American leaders have had a greater impact (again, good or bad) on the lives of "regular joes" in some other nations than their own leaders (eg. Kennedy/Johnson/Nixon and Vietnam, or Truman/George Marshall and Germany).

If the Soviet union were still extant I'd expect that some Afghans would have a thing or two to say about whether or not Brezhnev, Andropov, Chernenko, and Gorbachev were voted greatest Soviet. (for impact alone I'd have to say Brezhnev or Gorbachev)

Besides, if it's all for shits and giggles, who cares who thinks what about whom.
