Some reductions say from 1998-2001 might have been planned on Clinton's watch but we had already cut about 35-40% by '99 (from '91 numbers).

Compared to all of Bush's fuckups, Clinton's impeachment/scandal is NOTHING. Even though all of this happened, Clinton still remained popular and did a good job. The economy had never been better.
