he's taking the 'stern paternal figure' line, which is the correct course of action following 4 years of 'infant anal-oral fixation stage' trump leadership. the body-politic needs discipline to rectify its maladjusted, infantile behaviour.
behaviourism actually plays an increasing role in democratic leadership. there's a whole niche subfield of 'political nudging' now, being researched and utilised by governments. the conservative party in the UK infamously has a 'nudge unit' which they use for a lot of their strategy and messaging. it's not unlike enlisting psychologists/behaviourists on COVID taskforces, to understand the social compliance/rebellion aspect and to help bring things like burnout/attention waning effects into the counter-measures.
a very real part of fighting a pandemic is timing the messaging/lockdown measures so that the population at large don't get utterly fed-up and bored with the whole thing just at the peaks when they need to be most vigilant.
