also the population didn't have to 'buy in' to anything. the scandinavian countries have some of the highest rates of single occupancy anywhere in the world. finland is notoriously anti-social and has lots of national stereotypes about 'personal space' and even avoiding eye contact. these countries are, no shit, not going to be as susceptible to contagion as the gregarious and touchy-feely italians. they are crass stereotypes but describe very real social factors when it comes to that R-rate of transmission.
the swedish government did nothing and now many more have died and are dying than their neighbours. a government should act to stop preventable deaths. it seems like one of the main points of a government.
