I'm not so sure if the mods can actually promote you to a full member, or if those function are dead as well.
Because there are several members who have been limited for a few years now.
Granted, they have been banned before and are using new accounts now.

That's to catch spammers and spam bots, because you can't post everywhere and have some more restrictions.
Also, IIRC, the mods will get a notification of the first few posts a new account makes.
