So there are restrictions placed on them, which would mean that society isn't entirely tolerant of them, yes? Maybe more tolerant to what they would have been 50 years ago, but not fully. Its heading in the right direction at least.

Since I'm not familiar with Russian culture fully, when is it and when is it not acceptable to talk about their sexuality in public?

what do you mean by "entirely tolerant"? homosexuals are and will be viewed as impaired people they are. their condition is only normal in they way that it happens in nature, like color blindness, i mentioned before. we are not going to let color blind drive trains in russia or do anything that requires normal color recognition even if they start demanding that, and that's not intolerance. likewise, we are going to keep certain restrictions on homosexuals, and that's no intolerance either.
