Does anyone know of a programs that changes bit rate?

I need a program that can convert the bit rate of a sound file. What would I need such a program for? My current BF2 loading music is only 16-bit and sounds like shit compared to how it should sound(Go to battlefield.ea.com, go to BF2, go to videos, scroll down to "The Wetlands Chase" and play it, that's how the song SHOULD sound). That video plays the music at at least 128kbps(or 32-bit float), I want it to sound like that. So, does anyone know a of a file that can change the bit rate?

Nvm, I think I figured it out, but it involved several hours of screwing around in my BF2 files.

Nvm, I didn't figure it out. I switched the high quality file with the 16-bit one and the sound wouldn't play, then I replaced it with the original and it played like that crappy boring version that it is, then the server denied me for modified content so now I have to reinstall BF2. So if anyone knows a file that can change the bitrate, I still need it.

Huh? Sounds fine to me. What audio settings are you running?

DBPower Amp or something like that has a trial that is good I used it a while back

Google it and if it comes up with nothing try variations of that but I think I got it right

I'm using a Creative Sound Blaster AudioPCI 64/128, and I have it on high.
