Gas here is $2.80.  Don't know much about California.  Besides, my area (Arkansas) produces lots of bio-diesel so that kind of drives the price down.

Most expensive is from Norway: $7.46/gal
Cheapest is from Venezuela, Caracas: $0.12/gal

What they originally thought was going to be a week or two stoppage from an Alaska pipeline, actually turned out to be much more severe that originally thought.  They found corroded pipes that need to be replaced, and thought it was only a small segment.  They are now finding they have to replace 16 miles of pipeline.

Unlikely imo; gas prices are already dropping here in San Francisco.  Regular was around $3.20 a month ago and  now it's around $3.00.

We haven't started to feel the effects of this pipeline being down.  Give it another week or so, and you will.  Unless the feds release oil from the national reserve, gas prices are going to go up.
