As a war news buff, I have to point out that attacks are trailing off lately mostly because our guys are spending a whole lot of time inside the green zone. There are entire cities that are virtually deserted by U.S. troops because it's just too dangerous.
Here's what I'd do if I was DICKtator;
I would break Iraq into ten mile square grids on a map. I would announce that any attacks by IED's would result in the leveling of one square mile inside the ten square mile grid that the bombing took place in. The square mile to be leveled would be choosen at random.
IED attacks stop day after first randomly choosen square mile is flattened.

It is " their " country, their own police are patroling now. I am totally cool with the "Stay inside the green Zone plan" if it is indeed actually happening. I heard that Story only in a Propaganda piece, may or may not be factuall. I figured we'd be in Iraq 8 to 10 years ala Germany and Japan after WWII. If we get out sooner than that its a major acomplishment. Not that it would quell any patriotic dissenters.

Majority of the contry is based on a nomadic culture and that's why clergy have alot of power, because for years they where the form of Presidents. I could be wrong though, but it's kinda comparable to South America where there's the main population, but they still have nomadic tribes living in the forests and such.

The road side bomb is a piss poor excuse for any sort of Meaningfull Real action. It seems they kill more of their own while doing it.

In fact, you have soldiers in the iraqi army who refuse to serve alongside other soldiers if they belonged to the "clantons" or "mccoys" (something like that). Ive witnessed riots in the ranks of the ING (iraqi national guard) where shiite and shiite were going at with mechetes and swords because of long standing rivalries between tribes. They would throw their kalishnokovs on the ground and pick up something sharp or pointy. Now if that is not an example of how arab nomadic history has seeped into modern arab society, i dont know what is. In fact I am starting to recall something about the country is basically divided along tribal lines and boundaries. If i could only find that trusty Iraq Smart book they gave us before the deployment

So horseman the proof is in the pudding(or sand) so to speak. Their sociaty is based strongly on the clans and from my understanding of it is very nomadic.
