Look closely.  Nowhere in there does it say they changed the requirements for the Insurgent Service medal.  Yes, it lists all of the other medals for which the requirements were changed, but not the Insurgents.  So, with that said, I think it's safe to assume that there is a very legitimate reason why no one has received this medal yet.
