It has been the industry standard for a long time now to have game licenses tied to user accounts with no possibility to resell them.
You would have to share your account credentials with the other person, but that's also not allowed according to the EULA/TOS that you agreed to, and may result in your account getting removed.

If you read the EULA, it states you dont actually own the game/license, your renting it, for £40odd for life. Its against the law to resell it, sell it on (theres a difference), lend it to anyone or copy it.
