The fed prints them money so that the fed can loan this to the banks to then make money off of them. It also states that the fed isn't controlled by anyone or anything and completely private. Then they go on to saying the whole banking system is a complete scam because they "steal" people's money when they deposit it in their banks. Furthermore, they give out excessive loans of money which the banks don't actually have which makes them evil - then they go on to say that banks enslaved the world and all nations and bankers should be hung for their "crimes", because that's how things went in the stoneage if people "messed with other people's money".
Then it goes on into conspiracy mumbo jumbo field and states that there's a secret select group of bankers which controls England and the rest of the planet and that they're trying to take over the US as controlling its wealth would mean they controlled the country, it also depicts Jefferson as an enlightened hero for opposing central banking.

Documentaries & short films / cartoons (bar the purely scientific ones) serve only one purpose and that's to be modern day propaganda. The filmmaker cleverly inserts half-truths or even flat out lies in there and interviews as many people as he can who agree with his views.
