Reason for the higher number in the beginning was the total confusion on the island, explanation from the police was that some may have been counted twice ...
Late Friday evening they had confirmed 10 dead, during the night they found so many more and rather than letting the death toll rise slowly they decided a rough count was in order and published the death toll to be 80 ... the police have apologized for the mistake but also said they deemed it necessary ...

Yeah. The judicial system should be about punishment, not revenge. Ideally it's meant to be above that.
