No you cannot discriminate visa applications based on the country they're from, but greencard lottery is a different issue where a specific amount is given to a specific region. Students from China make up the largest international student population in the US. If you apply to a school and accept you, you will get a valid student visa to study in the US. This isn't 1900s with Ellis and Angel island stopping the yellow peril anymore.

With the H1B visa it's 60k slots per year for the world. However the US does have FTA's with some countries (like oz) that gives out 10k working visa's per year to a specific country (E-3 visa for aussieland).

Is it not the case that once you're over the border getting work as an illegal and living in the community is not really too difficult?

Not terribly hard, no. Jobs that used to be filled by teenagers are now scoffed at as being beneath their dignity. Plenty of work as dishwashers, cooks, landscapers, home improvement contractors etc.

A large percentage (not sure if it's a majority) of "undocumented" people here are those who entered legally, but overstayed their visas (student, work, etc). Which leads to the argument of enforcing existing laws before creating new ones that may well be obviated by said enforcement.

No stupid, the government creates the monopolies in the first place.  It would all be better if government didn't interfere in business at all.  Profit motive rewards people who work hard, all the time.

Yeah since busting up corporations is the way to go right? It's the american dream to go from rags to riches, only if you dream too big like rockefeller the government starts busting up your company.

Shoppers who pay using credit cards could soon be hit with surcharges from retailers looking to offset swipe fees, a policy now put on the table after a legal settlement between card issuers and merchants.

But while the move is legal, it remains unlikely that many stores, particularly large retailers, will charge consumers so-called “checkout fees” that can go as high as 4% of the total purchase price.

The legal battle started in 2005, when a class-action lawsuit was filed against MasterCard ( ) and Visa ( ). Retailers claimed card issuers colluded to charge higher swipe fees, and sought approval to charge shoppers a checkout fee. A $7.25 billion settlement last summer gave U.S. merchants the option to pass on the cost of swipe fees—payments merchants make to credit card issuers—to shoppers in the form of surcharges.

The option kicked in this week,and retailers can now add a surcharge to purchases made using any or certain types of credit cards. Visa and MasterCard barred merchants from adding a checkout fee prior the settlement
Thank god that the lawsuit now allows businesses the FREEDOM from the TYRANNICAL practice of not passing on their fees to the shopper.

Its a bank direct debit system, not a credit system.
There's no third party, eg Visa, between your bank and the merchant, and the payment goes through on the day - soon to be on the minute.

Compared with Visa its a dream from the merchants point of view.
