It only applies if you moved to a different state as a dependent. You just got to ask the right questions my aunt works for the gov at ACT and I study at UNSW, so worst case scenario was that if my app for moving back to aus didnt go through (moving from overseas eg taiwan), i'd just use her address through my TFN which is registered at her place.
