Diplomats won't be surprised at "the level of spying". Not at all. It's not spying. It's called fucking diplomacy. It's what diplomats fucking do. For every country on the globe. So in the last hundred years or so, you can't find a single example, while the US is spying on anyone and everyone (and Israel is merrily spying on its only ally - the US).
