There were booster rails early on. As far as the texture pack, sorry you feel that way. Since 1.8 I have been back on default.

I don't even think I've seen a texture pack that looks better than the default one yet It's all opinion I know.. but I don't see why anyone would ruin the games artstyle by adding "zomg leet hi-rez tex man"...

I thought boosters were rather new oh well

It already had roads and the exchange existed, so the foundation for a town was set.

I remember when there was nothing but unn's house, jsnipys tower and the portalhouse. It wasn't a town, just random buildings close to the end of a ridiculously long track.

you'll have to patch your game to have the higher resolution

PS: I have a nvid 560, a 930 i7 OC to 4GHz, i run the game capped to 60fps but drop occasionally to 40 ish when it rains or just randomly. The water mod does rape your frames.

If you insist on using it like i do though, i suggest modifying the opacity settings in the configuration file for it.
