Because the people on unemployment would rather stay on unemployment than do the shitty jobs that the immigrants will do. Well, in the case of California, I would think the real culprits are the referendum system and just general corruption on the part of politicians and business owners.

California is probably one of the most corrupt states in the country at nearly every level.
