The above image is a debit card that people on Welfare here in California can use just like any other debit card.  The card is supposed to be used for "basic subsistence needs", but we all know this is not the case. 

1) Why can welfare recipients cash out this debit card?

2) This is free money to poor people...should we just "expect" there will be fraud and abuse because they don't know better?

3) What can be done to eliminate the abuse?

4) Is the response by the governor "request welfare recipients to promise" a lame response?  Isn't that like catching your Uncle John at the Blackjack table after you just gave me $2,000 for his mortgage payment to make the same promise?

In Georgia they have something similar, but it isn't a Visa card and it can only be used at grocery stores.

I believe it goes up once over the age of 21 here too. £110 every 2 weeks, of which 10% of that will go on Taxi's to get to the welfare centre and back.

why the hell can they cash it out?  the poor people cards in Oregon can only be used at grocery/convenience stores to buy food type things.

This. Allowing people to withdraw cash on it allows it to be spent of gambling and drugs. At least try to make it difficult for people to abuse the system.

Yes you're correct it is 25. They probably can force you to take any job that's available, but there are always ways out for the grossly lazy. Watch "Trainspotting", he has to go for an interview, but he has to find the line between doing too well and being accepted, and doing so badly he is clearly not trying and will have his welfare revoked.

I remember that because I got more than my brother (who is over 21) when we were both out of work for a few months - you always want to sign on right away if you ever lose your job, it counts as being employed for state pension contributions.

There's a new Tesco opening up a town over in Accrinton, supposed to be 500 jobs all going to JSA claimants. With further research I found half were part time jobs, not that it matters because you have to be on JSA for at least 6 months to be eligible!

Welfare users should be given up to 6 months then they no longer receive any more money. Anybody can find a job in 6 months, even if it's being a janitor or something. If they get a cheap job like that they can continue searching for something better, whilst not using AMERICAN taxpayer money to live.

In fact, the government should just give them some shitty job they can just live off of with proper money managing and they receive what their earn.

Then we wouldn't be discussing these losers who used taxpayer money to win millions.
