basically they added domination/nemesis/revenge/deathscreen, stats, achievements and graphics stuff like motion blur

It's an update to incorporate TF2 era source engine to CSS, nothing dramatic is going to happen to the game itself.

tbh I'm hearing from people that they've made balancing changes too.

Not just domination/revenge/deathcam/nemisis/achievements.
