i was thinking more of the social implications. youre average black kid from harlem probably isn't going to want to go to college, he's a product of his surroundings. So my thinking was that when you see more black familys have stable homes in a nice suburb for a generation or two, eventually they'll become a product of their surroundings, and choose to prosper.

They get a lot of blacks only merit based scholarships. It's also not that hard to apply for need base... My friend who got into UC Irvine recieved over 20k USD in scholarships from the State lol...
