It's on it's way to Governor Jan Brewer who is expected to sign it. It would become law later this year.

A practical purpose of having an armed citizenry is crime deterrence.  Concealed carry has external, third-party benefits, in that criminals must assume that anyone they come across may be armed.  Research has shown that liberalizing concealed carry laws increases the crime deterrence effect more than any other public policy method available.  The current system of training, paper-work, background checks, etc., all at great cost to the law-abiding, serves to depress the population of armed citizens and reduce the crime deterrence effect.  The larger the population of law abiding citizens that can carry concealed, the greater that deterrent effect.

If you don’t have a permit, don’t start carrying concealed just yet.  The law won’t become effective until 90 days after “Sine Die” when the Legislature officially adjourns.  Since they are still working through a slew of bills, we don’t expect Sine Die anytime soon.  In past years, the effective date of bills has been around September.

EDIT: Law is scheduled to go into effect July 29, 2010.

Nope. You can carry fully loaded. No silly unloaded BS here. I've been carrying with one in the chamber for over 10-years now. I already have a permit, but don't think it should be required. I'll probably renew it when required just so I can skip the background check when making a purchase.

Yeah, I think that's a California thing. Here you've be able to open carry without a permit for ever. Open carry means that is must be visible, other people must be able to tell you are carrying a firearm. If you want to carry concealed you have to take the 1-day course, get fingerprinted, pass background checks and pay a fee. With this new law you don't have to do that bullshit. Arizona will be the 3rd state to allow concealed carry without a permit. The other two states are Vermont and Alaska. Hopefully other states will follow.

This is really good for carrying in your vehicle. Now you can't be charged with carrying a concealed weapon if they don't like how you had it positioned during your travels.

Now if we can just get around that federal restrictions/registration shit for short barrel rifles, short barrel shotguns, suppressors and maybe, just maybe if we're really lucky full autos

Why carry concealed? 
--You don't draw attention to yourself.
--CCW doesn't freak out those scared of people with guns
--CCW doesn't attract the attention of idiots looking for a fight
--CCW doesn't tip off an attacker that you have a gun (double edged sword, IMO.  They may be deterred, or they may initiate with a higher level of force)
--Sometimes it is more comfortable.

Ruis, you may be surprised, but most Americans live nice peaceful lives, even the 80 million or so gun owners.

I'll point out something that doesn't quite apply to AZ as it would elsewhere.  I wear a coat for a good portion of the year.  In order to open carry legally, I would have to get some rediculous looking holster.  Wearing a drop-leg holster or shoulder holster over a jacket is a little bit over the top for walking around town, IMO.
