A random member of the public going about their day when confronted with a guy yelling and waving a gun to react properly, recognise they're a police officer, do the right thing, follow procedure, not jump, flinch or anything.
A trained police officer to just open fire instantly and wihtout considering the situation, not pause and see if the guy has a gun, cellphone, chequebook etc?
