A policeman walks past a bank where no crime has been committed, he sees a guy with a bulge in his pocket walking past the bank and another guy holding a camera, he doesn't stop to think and blows them both away.

That's a terrible analogy.  That policeman would be walking down an avenue full of banks that have been consistantly robbed for the past 7 years.....violently.  Also, he would have radioed for permission to shoot, as these airmen did.

you forgot to add to your "analogy" they are in a war zone. The bad guys did not have a bulge in their pockets ( they had weapons out in plain site.

journalists are well aware of the ROE's. I won't even mention how it looks when journalists are associating/fraternizing with the enemy of the country they are expecting protection from

No the Policeman shouldn't shoot him, at this point the guy is a suspect, not an alleged criminal for starters, he would at least need to see a gun.

The Police shouldn't just be shooting up the public because they happen to be somewhere or move suddenly - which people tend to do when faced with a cop yelling and waving a gun.
