They used to do this a lot when I was in the military. Secretary of the Air Force needed to relay a message so he would make a video and email it globally over the USAF email. Lot easier than typing a speech. If someone posts it on youtube it's now public. If they posted it on youtube, they are accomplishing the original goal and also letting the public know their stance.
