I think Chavez is an attention-getter, same tier as Ahmadinejad, but for a few reasons I want to take a second to think about why that could be true.
First, a tectonic weapon makes sense. Level a large area without rockets or explosions or fallout? Nice! And they've mentioned it before too. I won't lie, I only learned this today but it seems to be a real quote... In 1997 Defense Secretary William Cohen expressed concern over countries using an "eco-type of terrorism whereby they can alter the climate, set off earthquakes, volcanoes remotely through the use of electromagnetic waves.” Well if thirteen fucking years ago that's a public concern, you can bet the worlds most zealous military would have their hands on those secrets and more by now. They probably did then.
So. You have this big cool gun and a few kids you wanna shoot. Afghanistan? Iran? ... anyone else in the future who dare fuck around?
Not having tried it out, Haiti makes sense as a nice close test target with not a lot to lose and no impact on the rest of the world. Easy to help clean up, they're in our backyard, and maybe like Chavez is saying, though I agree less with his angle and more with the test-run side of it, we're using it to position ourselves in Haiti for whatever reason.

That bill introduced in 2001 by the brilliant Dennis Kucinich mentions tectonic weapons amongst other 'exotic weapons systems,' and though that's certainly no evidence, the bill sounds like it's written by a man who knows a bit about what's up.
Tesla once claimed to have invented an earthquake machine. Yes the mythbusters debunked it in the first season but they had no idea what they were doing.
I just... see this making a little bit of sense. Thoughts?
