Pirated versions of the FO3 DLC could exist because the game had no way of telling if the DLC was any more than a common mod if installed as such.
Steam likely will have a way of telling, and so the only way to guarantee you get the preorder bonus is to get a cracked version or to actually preorder.
So that's why Brasso I recommend that you preorder now while you still can, unless you would want to wait to hear from people who've actually plaid it, which is also a very good idea if you are still unsure.
I pre-ordered from Play.com for just £25 and it has the same bonus as the £30 Steam copy.

I'm sorry but here new games cost 400 DKK
I got mine for 299 DKK online
I do not think any of the pre-order bonus packs are worth paying an extra 100 DKK for tbh
EDIT: Not to mention the only one I can get in Denmark is the steam Caravaner pack, which is pretty lame
