Ignoring parts of it when it becomes inconvenient is contrary to the whole. It exists solely because it becomes a check on governmental power during any trying time period in which it, historically, would expand. The constitution is a check against the expansion of government. These strict limits exist so we not devolve into the normal state of any government, tyranny.

Any laws, bills or constitutions will at some point become old and needs to be changed and/or more up to date ... given the period of time most laws was written they reflect that very period and are often enough not needed anymore or are obsolete in the period we live in now ...
