I thought they were to indicate which regiment the tank was in and they were changed frequently to confuse the enemy.  Also if you're in a tank you can id quickly as to who is next to you so you could hop on their frequency.

Most troops buy their own sights in the first place. I'm not saying its free, but troops do pay a bit for their equipment.

This is true, however I'd be very surprised if the Government didn't know about it. I would imagine all pieces of kit are thoroughly examined and tested prior to use in the field, missing a detail like that would be a tad careless. Whether the military knew about it or not makes no difference now, it's still going to play bad in the press among ordinary Middle Easterners. Imagine the handguns of US-based Interpol agents had Koranic inscriptions on them lowing... how would that play on Sharia-watch.com?
