[ ] ≥1-2TB of secondary drive space
[ ] ≥Quad core CPU
[ ] ≥5770/GTX 260
[ ] Peripherals/Case you're happy with
[ ] $300 you don't need
Otherwise the money could be put to better use elsewhere.
The difference won't be blistering, but your whole navigating around Windows will feel a lot snappier, maps for games like CoD will load in a couple of seconds, at the most, aside from that you're not going to get a vast improvement.

1. Not everyone downloads shit off internets
2. Dual core gets equally same benefits
3. Not everyone want to play at max settings, or even game at all. Same few fps jump and major decrease in load times no matter what GPU.

5. ~200 gets you damn sweet SSD

tbh, i'm still not seeing the appeal of SSDs. Seem too expensive for what I see as a pointless increase in performance.

Lol, no. Velociraptors are terrible price/performance. Even worse than SSDs.

I wouldn't say that Velociraptors are totally expensive - they're certainly a lot cheaper than any SSD on the market when you figure price per GB.
