A very large number of local governments are poor and thus have bad school systems. If education was the responsibility of the federal government, public schools would not have such large quality gaps.

I went to public schools at both primary and secondary level and several of my friends and I went on to university to become graduates and postgraduates, doctors, lawyers and engineers. We then proceeded to enter gainful employment. Ever think for a minute that it might be the ignorant little runts themselves, their peers, their parents, modern culture and the fact they live in a deadend bible belt hick state that may have played a part? Of course not - there is only one thing lowing ever blames... the monopolar world of lowing... Of course the quality of the education being delivered plays a part, but it certainly ain't the only thing. I notice how all of the nations that supposedly 'smoke' the US in the editorial are heavily socialised (thinly veiled CNN agenda strikes again). Why is it that the American system is apparently not functioning whereas European systems are? They don't even scratch the surface as to why.
I guess the answer lowing is driving at is that funding should be cut to schools. Because that will improve education...

I personally am screwed up - grew up in the states, high school in Canada, moved back to the states. Government is taught in high school, so I get mixed up sometimes. I do know the "I'm just a bill" song though.
Sort of like this: when it's cold I think Celsius (10 deg or below), when hot I think Farenheit (75 or above). If it's in between, you better ask someone else (50-75 F or 10-25 C). Makes it interesting packing clothes for a trip
